This is the error I get. I am using windows 7 32-bit

You may have to run sudo apt-get update before installing anything to make sure Ubuntu has the correct URLs for the repositories.

I had the same happening. Once I follow Kennethlove's suggestion, "sudo apt-get update" and "sudo apt-get install python-dev" again, it works.
