Need we install dj-database-url locally?
I feel like I'm nitpicking here but thought I'd ask, given that we don't seem to use dj-database-url locally, and the Heroku docs say something about it parsing the DATABASE_URL environment variable, which I assume isn't available locally.

no, you don't have to. I tend to find it pretty convenient to have pip freeze and cat requirements.txt match, though.
