when running vagrant up in windows powershell..I'm struck with "Waiting for VM to boot. This can take a few minutes." and it's never starting any gui or shell command. But in VM I can see the screenshot showing "Shell>" which I assume is running perfectly but not showing any gui. Is this an error / Is there any way/option to make the gui visible. Can I continue the tutorial without vagrant and virtual machine

So long as you have a database, Python 2.7, and virtualenv installed on your machine, sure, you can run it locally.
